Given rigorous state requirements for commercial composting facilities, many local ones is probably not feasible. But we can encourage and support more home composting and composting at community gardens and schools. And yes, support Renewable Sonoma's facility on Llano Rd! And, reduce food waste, get more "excess" food to people and/or livestock. https://ucanr.edu/sites/SCFRC/

I'd support Will Bakx and his partner, Alan Siegle in opening Renewable Sonoma, a proposed compost facility, if run as his previous Sonoma Compost, would take yard waste and turn it into compost plants thrive in. There could be smaller delivery sites so no one would have to drive distances to get compost - or it could be delivered in large quanities.

we can manage our own composting of organics locally again, instead of shipping them miles and miles away

This is a great idea! It reminds me of the large recycling bins and garbage cans found on every street corner in Spain. I do think that before we get to this point we need to encourage people to normalize having compost bins in their houses.
